The Middlesex County
Improvement Authority (MCIA) is the owner, license-holder and operator of
Roosevelt Care Center.
The Middlesex County Board of Chosen Freeholders created the MCIA in
1990 to serve as a catalyst for a wide variety of programs designed to
improve the quality of life in our municipalities and throughout the
County.
Today, the MCIA also:

Finances major infrastructure improvements in the
County through its bonding authority.

Finances cooperative lease-purchases for
municipalities.

Performs technical reviews and legal negotiations for
the Middlesex County Open Space Trust Fund, which acquires property and
preserves it from development.

Remediates and redevelops abandoned industrial sites,
particularly along the Raritan River waterfront.

Runs the County’s three public golf courses.

Operates the County recycling program.
The MCIA is committed to maintaining the high quality of care offered
at RCC. Toward this end, the MCIA has taken immediate steps to attract
more nursing staff to Roosevelt and retain the dedicated caregivers
already at the facility.
